The project was approved at the Association Republican Council  session held on January 20, 2017 provided that it  will be brought in conformity to Armenian legislation until its acceptance by the Association's General Assembly

The Republican Council of the Association shall be formed and its members shall be elected by the General Assembly for a five-year term. Each member of the Association may become a member of the Republican Council. Based on the January 20 decision the current Republican Council of the Assocation consists of four representatives of rural communities for the regions with 50 communities, and 6 representatives of rural communities for regions with more than 50 communities.

The Association President is elected by the General Assembly for a five-year term. Any person who  holds the position of a community leader or council member in the last five years may be a candidate for the Union President. Once elected, the President of the Union can not hold office in the local self-governing or public administration bodies or carry out any other paid work.

The Charter was approved by the Founder meeting on February 28, 2017. The Charter was registered by the Agency for State Register of Legal Entities on February 1, 2019.
