The Communities Association of Armenia announces a competition for the vacant position of EaP Technical Senior and Junior experts within the framework of the "Covenant of Mayors East" program.

The Covenant of Mayors for the Climate and Energy initiative is one of the most well-known EU initiatives for over 6 years and includes 28 EU countries.

Today we can proudly state that every fifth person in the urban population of Armenia, Moldova, Belarus, Georgia and Ukraine lives in the city of the Covenant. The Union of Communities of Armenia is the organizer of the "Covenant of Mayors Climate and Energy" initiative in Armenia.

The "Covenant of Mayors East 2" program launched its launch in May 2016. This four-year draft is intended to provide technical support to municipalities having joined the "Covenant of Mayors Climate and Energy" in the OE Countries. The program is implemented by the coalition of 8 leading constituencies. The latter is managed by Energia Citis and is being implemented by Clymith Alliance, Community Credit Eligible Community organizations, and five local EaP partners.

Technical Senior and Junior Specialists will be involved in the provision of information support for project beneficiaries. In particular, they will provide technical and administrative support to the initiators of the initiative, the national coordinators of the Covenant and the Covenant Supporters.

The content and coordination of the services provided will be co-ordinated by the project co-ordination coordinator. Selected experts should be fluent in Armenian, English and Russian.

Junior Expert

Activities, Responsibilities & Scope of Work

The Assignment will be done in close liaison with both the capacity building coordinator and the country experts and consists of following activities:

  1. Assisting CoM signatories in SEAPs/SECAPs development, approval and implementation including individual consultations on methodology (coefficients, calculation of energy savings, choice of sectors for SEAP/SECAP) and other technical and financing issues;
  2. Response to the technical/financing requests received from Country experts, in consultation with the central helpdesk coordinator/technical helpdesk;
  3. Development of country specific FAQs and other relevant materials in cooperation with the central helpdesk coordinator/technical helpdesk and country experts;
  4. Revision of draft SEAPs/SECAPs (per request);
  5. Supporting Country experts for technical issues;
  6. Participation in workshops/trainings/webinars as a trainer;
  7. Documenting and reporting etc.

Outputs/ Deliverables by Expert

  • Records of assistance provided (filling out database of requests on the regular basis);
  • Assessment reports of draft SEAPs/SECAPs revision submitted;
  • Training materials for thematic workshops developed;
  • Country-specific FAQs/standard responds developed;
  • Relevant technical materials are updated to country specifies and disseminated;
  • Monthly plans and descriptive reports etc.

 

Required Profile of the Experts

Qualifications and skills:

  • University degree in energy/environment or other relevant field;
  • Fluency in their national languages: Armenian, Azeri Belarusian, Georgian, Romanian and Ukrainian respectively;
  • Full working knowledge in Russian is compulsory (both oral and written).

 

General professional experience:

  • At least three (3) years of professional experience;
  • At least 1 year of professional experience in the field of CoM initiative or other relevant projects;
  • Good communication and drafting skills;
  • Fully computer literate and skilled in the use of the MS Office applications.

Specific professional experience:

  • Experience in the work of local authorities in the field of energy, financing and planning and/or implementation of local energy projects;
  • Knowledge of CoM procedures and requirements: adhesion, BEI/SE(C)AP development, monitoring of implementation, etc.;
  • Work experience in energy efficiency project (development and implementation);
  • Knowledge in country- specific best available technologies;
  • Experience in developing guidelines, planning and/or procedures;
  • Previous experience of working as a trainer in trainings and workshops.
